New North Zone
In April 2002 Chongqing Municipal Government decided to establish the New North Zone. In order to further strengthen Chongqing's opening up to the outside world, an extended northern part of the Chongqing Economic & Technical Development Zone and Chongqing High-Tech Industrial Development Zone, together with Chongqing Export Processing Trade Zone have been established within the New North Zone.
The New North Zone is located at the north Chongqing, covering a land area of 130 square kilometers. It has got good locational advantages, being linked with Jiangbei District and Yuzhong District to the south, close to Yubei District to the north, neighboring the Jialing River to the west and linking Shapingba District and Beibei District just through a bridge. It is close to the planned Yangtze Cuntan Dock, just 3km away from the southeast. The Chongqing New Railway Station is being built within the Zone.
The New North Zone focuses on high-tech industries such as information technology, optoelectronics, bioengineering, new medicine, pollution control equipment, automobile and parts, as well as export oriented manufacturing. There have been various parks being set up within the Zone, including Auto Industrial Park, Optoelectronic Park, Software Park, Pollution Control Production Park, Medical Equipment Park and Export Processing Zone.
Incentives available to the New North Zone include the incentives for West China Development Strategy, the incentives for Chongqing Economic & Technical Development Zone and Chongqing High-Tech Industrial Development Zone, incentives of Chongqing Government for foreign investment. Also preferential policies are granted by Chongqing Government in respect of governmental appropriation, land-use, establishment of project, infrastructure construction and social welfare. So far the New North Zone has received presence of about 400 projects including Ford Motor Company, Keye Optoelectronics, Chongqing Yaoyou, Top Software, TSK, BST and Meilian.
Economic & Technical Development Zone
Chongqing Economic & Technical Development Zone was established with the approval of the State Council in 1993, which is divided to a northern part and southern part, being an earliest national economic&technical development zone in West China. So far 11 Fortune 500 have been present within the Zone, including Ford Motor, Metro, Ericsson and Honda, there have been 46 projects with an investment of above USD 10 million being set up within the Zone. All economic indicators of the Zone have been growing significantly over the past decates, having attracted lots of foreign investors, thanks to its superior investment environment and quality services.
The Zone has formed its 6 pillar industries in 12 years, which are electronic information, biomedicine, auto & motorcycle, fine chemicals & new materials, green natural food and garment. Chongqing Economic & Technical Development Zone seizes the opportunities brought by the China's GoWest Strategy and the construction of Chongqing's New North Zone, endeavouring to develop its new industries backed up by new investment and build it into a demonstrative zone in West China for its good investment environment and high technologies, as well as a core source of growth for metropolitan economy and a scene of a metropolitan city, where the people will be the first to achieve a well-off life in Chongqing or even in West China.
High-Tech Industrial Development Zone
Chongqing High-Tech Industrial Development Zone is a national High-Tech Industrial Development Zone approved by the State Council in March 1991, as well as one of the 5 pilot development zones in China, covering 73 square kilometers which include the Shiqiaopu High-Tech Development Park, Erlang Science & Technology City and the High-Tech Park in New North Zone.
As Chongqing's high-tech development base, there have been so far nearly 4,000 technology development enterprises being set up within the high-tech zone. Among them, there are 200 certified high-tech enterprises and 300 foreign invested enterprises from countries and regions such as Japan, US, Germany, France, Italy, Singapore, Hong Kong, Taiwan. A large number of high-tech product with intellectual property have been incubated, so far some special technical campuses have been established, such as Chongqing Biological Pharmacy Development Campus, Software Campus, Electromechanicals Campus and the Industrial Campus for Students back from Overseas Study. Up to date 4 leading industries have been formed, which include electronics and information, bioengineering and new medicines, new materials and electromechanicals. After 10 years' growth, Chongqing High-Tech Industrial Development Zone has become Chongqing's high-tech development base, a "window" opened to the outside world, a demonstration of technical innovation, a school to train technical entrepreneurs and incubate high-tech enterprises, as well as a new community for display of city images.
Xiyong Micro-electronic Park
Chongqing Xiyong Micro-electronic Park is located within the Xiyong Town to the west of central Chongqing, only 1.8km away from the largest railway distribution center of West China, being connected via highway to the Jiangbei Airport, Longtousi Railway Terminal, Cuntan Deepwater Dock, and also linked to outer ring expressways, Yu-Sui Expressway, Xiang-Yu Railway. The Park has a planned area of 30 square kilometers, consisting of micro-electronic zone, software zone and service zone. The phase 1 of the Park will include 7.4 square kilometers, which will be its initial zone. The Park gathers talented people and offers fast logistic service, being a good place for high-tech development, having attracted the presence of numerous well-know enterprises from home and abroad. So far 6 projects have been signed, amounting to USD 2 billion. Construction of chips and software production facilities has started. All enterprises are warmly welcomed to establish businesses within the Park for common development and jointly create a bright future.
Chongqing Xiyong Micro-electronic Park is established according to Chongqing government's Electronic Program, in which USD 8 billion is going to invested by the government during the 11th-Five Year Plan period. According to the Program, Chongqing Xiyong Micro-electronic Park will create series of electronic industries, covering chip production, packaging, testing, as well as electronic material production, solar cell and software development, enabling the Park to become Chongqing's "Silicon Valley".
