Chongqing Bonded Port

  Chongqing Bonded Port Area, with a planned area of 8.37square kilometers, consists of water and airport areas. The water port covers an area of 6square kilometers, extending to Ganzhebao Community and Daqiao Community of Cuntan, Jiangbei District in the east, the Dafosi Yangtze River Bridge in the south, Tongjiayuanzi Overpass in Yubei District in the west and No. 220 National Highway and No. 17 Community of Renhe Town, Yubei District in the north. The airport area takes up an area of 2.37square kilometers, including two plots. One plot is located in Shuangfengqiao, Yubei District, with an area of 1.04square kilometers from No. 7 Community, Qiaotian Village in the east to No. 11 Community, Xinhua Village in the west and from No. 10 Community, Xinhua Village in the south to No. 9 Community, Qiaotian Village in the north. The other plot occupies an area of 1.33square kilometers, from No. 8 Community, Ronghua Village in the east to No. 16 Community, Lijia Village, Yubei District in the west and from No. 6 Community, Ronghua Village in the south to No. 7 Community, Ronghua Village, Yubei District in the north. The founding of the Lianglu Cutan Bonded Port Area will greatly promote fast and reliable development in Chongqing.

  Cuntan port is an important hub port at the upper reaches of the Yangtze River. After the water level of the Three Gorges Reservoir rises to 175m, a ship fleet with over 10,000 tons of goods from Shanghai can reach the port, which is the only one with such a capacity in the southwest area. According to the plan, this port will be expanded as a bonded logistics and export processing area focusing on water container transportation, as well as a hub for exports in the southwest of China.

  Chongqing Airport is one of the ten airports with the largest passenger traffic in China as well as one of the eight largest hub airports planned by the Civil Aviation Administration of China and the National Development and Reform Commission. Its passenger traffic will reach 40-50 million in a decade. As one of the bonded areas, it will develop into a bonded logistics and processing trade area, with the dominant businesses of high and new technology such as IT, life science engineering, and biological technology, which all require fast transportation rather than high cost elasticity. Therefore, Chongqing Airport will be set up as the hub port of air transportation and logistics in the southwest area.

  The bonded port area, now containing a water port and airport, will be extended to cover railway container service, according to Zhou Mubing, vice mayor of Chongqing. After the completion of the Lanzhou-Xinjiang Railway and Lanzhou-Chongqing Railway routes, Chongqing will be directly connected to the Ala Mountain pass and the rest of Eurasia. For fast transportation, waterway, airline and railway can be integrated together so as to drive Chongqing to be the logistics and transport center in the southwest and even the whole western area of China.

  Therefore, the bonded port area will function as the pilot for constructing Chongqing as the economic center at the upper reaches of the Yangtze River and an inland opening city in China.

  On the morning of June 2, 2009, construction on the Chongqing Lianglu Cuntan Bonded Port Area was begun, with a total investment of 3 billion yuan in the first phase. It will then be fenced with 14.5km long wire and enclosed for about 2.67 square kilometers area, including 0.89square kilometers air port and 1.78square kilometers water port.  

  According to schedule, the Chongqing Bonded Port Area will be constructed in three phases. The first phase is expected to be finished at the end of this year, the second phase in 2012, and the third  in 2015.
