In 1951, the former 21st Arsenal was renamed 456 Factory, and the former 10th Arsenal was renamed 152 Factory. In 1956, the normalization of the military products in the weapons industry was basically completed. The Central Government determined that the national defense industry must have the ability to produce both military products and civilian products. Due to the demand for development of civilian products, in March 1957, the second factory of the 152th factory was named State-owned Jiangling Machinery Factory. In April, the second factory of the 456th factory was named State-owned Changan Machinery Factory.

In 1994, with the approval of Weapon Industry General Corporation, the former Changan and Jiangling factories were merged.

This weapon industry corporation, which has undergone warfare and years of baptism, is a fusion of the history of Chongqing with an irreplaceable historical and cultural status. Above its former site, it will create a new commemoration: the Yangpao Bureau 1862 Cultural and Creative Park.

According to the planners, the area will be renovated and expanded based on the original 29 heritage conservation buildings. They will form a new cultural and creative park with a total construction area of 120,000 square meters. The first phase of the park is expected to open at the end of the year and there will be three major categories of industries: Cultural and Creative Industries, Commonwealth Museum and Art Gallery and Binjiang Commercial Area.
