Regional labor ministers vow better protection, benefits for migrant laborers

PHNOM PENH, Sept. 17 (Xinhua) -- Labor ministers from Cambodia, Laos, Myanmar, Thailand and Vietnam (CLMTV) agreed on Tuesday to work together to provide better protection and benefits for migrant laborers, said a press release.

Issued after the 3rd Ministerial Conference on Labor Cooperation among CLMTV countries held in northwest Cambodia's Siem Reap province, the press release said the ministers endorsed the Siem Reap Roadmap toward the Labor Ministerial Declaration on the Portability of Social Security for Migrant Workers in CLMTV countries.

"It serves as a guideline to a joint framework to ensure that migrant workers will receive benefits from social security upon their return home or changing the workplace within the CLMTV countries," it said.

It added that the ministers also issued a joint statement on the results of the 3rd Labor Ministerial Conference, emphasizing on further strengthening of labor cooperation to ensure the protection of migrant workers in CLMTV by introducing a mechanism on the portability of social security.

The one-day conference was opened by Cambodian Prime Minister Samdech Techo Hun Sen on Tuesday morning.

Speaking at the event, Hun Sen said the CLMTV countries always addressed attention on the well-being of migrant workers through the implementation of protection and respect for rights and working condition policies in compliance with ASEAN standard and international treaties.

He said the initiative on the portability of social security for migrant workers in CLMTV countries will provide more possibility for workers to benefit from social protection regime, despite the mobility of their work from one country to another.

According to the Ministry of Labor, approximately 1.23 million Cambodians have been working abroad, in which 1.14 million are in Thailand.
