The Laborer's Harbor is a service place that provides temporary rest for all outdoor laborers such as sanitation workers, garden workers, and take-away deliveryman. In 2020, the Chongqing municipal Party committee and the municipal government included the "harbor" construction work into the objectives and tasks of the municipal government's work report, and in 2021 and 2022, they were included in the objectives and tasks of key people's livelihood practical work.

"I'm in charge of cleaning Zhaixi Road. I have to come out at 5:00 in the morning. The temperature is high in summer, so I always put the food I brought from home into the refrigerator of the laborer's harbor, and then heat it up at noon to eat it," Sanitation worker Liao Fuling said. The weather has been hot these days, and Laborer's Harbor has specially prepared mineral water, watermelon and heat-relieving medicines for them.

According to the relevant person in charge of the Municipal Urban Management Bureau, the Municipal Urban Management Bureau, in the way of "self-construction + encouraging social units to jointly build", on the one hand, improves the planning and layout, and selects sites to build new laborer's harbors; on the other hand, coordinates finance, transportation, commerce and medicine, oil, telecommunications and other social units to open areas to jointly build rest places.

"In addition to meeting the basic needs of workers for rest, toileting, drinking water, electricity, food refrigeration and heating, etc., facilities such as bathrooms and audio-visual equipment are also equipped in places where conditions permit," said the person in charge.
