Chongqing strictly enforced verification of “Yukang Codes”

CHONGQING (CQNEWS) -- The reporter learned from the website of Chongqing Municipal People's Government that the general office of the novel corona virus (COVID-19) pneumonia epidemic prevention and control headquarters issued the Notice on Strict Implementation of “Yukang Codes” Verification in Public Areas (hereinafter referred to as notice) on August 29, which requires to set up codes for reporting health condition in the public areas and verify the heath codes of those visitors.

Codes for reporting health condition must be set up in the public areas: the notice required that “Ruyu Codes” must put up in the airports, railway stations, highway entrances, inter-provincial coach stations and other transportation ports within the city. Those coming or returning to Chongqing have to scan the “Ruyu Code” to report their health condition and travel history, and finish a nucleic acid test upon arrival. They have to travel in accordance with the relevant rules and regulations on epidemic prevention and control. All public areas in the city, especially hotels, key business places, cultural and entertainment venues, city parks, public service institutions and residential communities with a good flow of people, should be equipped with specific codes and the visitors have to scan the code before entering the place.

The heath codes of all visitors must be verified before they can enter the public area: the notice required that all kinds of public places at all levels shall determine one inspector to verify “Yukang Codes” and “Itinerary Codes” (hereinafter referred to as “two codes”), and determine one staff member as the “leader of the checking point”. Community as a unit, is divided into several districts based on grid service management. Staff members work as the “leader of the district” in the township (street) and village (community), and are responsible for the supervision and verification of the two codes in the key public areas of the district.

Transportation hubs: those with red codes, yellow codes, or pop-up windows are not allowed to take the rail transit and bus in the downtown area.

Hotels: strictly verify two codes of the customers when they check in, and check their “Yukang Code” when they check out.

Large and medium-sized supermarkets and farmers' markets: visitors need to have their temperatures and two codes checked, and scan the code set up there.

Commercial and cultural tourism venues: accessible by those with green codes only; those with red codes, yellow codes, and pop-up windows are not allowed to enter the place.

Venues for large indoor events: there must be at least one inspector of “two codes” at each entrance.

Medical institutions: Those who have green “Yukang Codes” and have not been to prefecture-level epidemic-stricken cities can seek medical treatment as usual.

Villages (communities): for those who report their health condition in the village (community) in person, their two codes and travel history for the past 7 days must be checked.

The notice also requires that the organization and implementation of regular prevention and control measures such as code scanning and verification should be strengthened. It’s not allowed to replace “code scanning” with “code showing”; all visitors should scan the code one by one when entering the public areas, so as to insure that everyone’s health condition and travel history are checked.
