CHANGSHA, Aug. 19 (Xinhua) -- Police have arrested a kindergarten manager from Xiangtan City in central China's Hunan Province after finding him liable for an accident that killed 11, according to the local procuratorate.

Wang Changhai, 58, founder and manager of Lelewang Kindergarten, lacked safety awareness and violated safety rules for school buses, said the People's Procuratorate of Yuelu District of Changsha City.

Police investigation showed that the bus which fell into a reservoir on July 10 was overloaded, and that the driver who died along with eight kids and two teachers, did not take the prescribed route.

Four local officials, including Yuan Dianfan, deputy director of the Yuhu District in Xiangtan City, Qu Zhihui, deputy director of the district's education bureau, and an official with the district's traffic police brigade, where the accident happened, were previously removed from their posts.
