Constitutional reform to enter new stage: CY Leung

HONG KONG, Aug. 19 (Xinhua) -- Hong Kong's Chief Executive CY Leung said here Tuesday that the National People's Congress Standing Committee will soon make a decision on his report on constitutional reform, ushering in a new stage for this reform.
Leung spoke to reporters ahead of an Executive Council meeting Tuesday. He called on people to work with the Central Government to reach a consensus on universal suffrage to elect the Chief Executive in 2017.
It would be a great step forward to allow more than 5 million eligible voters to elect Hong Kong's Chief Executive for the first time in history, he said.
Leung said the Hong Kong Special Administrative Region government has been working hard to reach a consensus within the Hong Kong society and with the Central Government, and it will continue its efforts.
He also urged the people to express their views in a peaceful, rational and lawful manner and not to use means that upset social order and stability, adding Hong Kong is an open society that respects different opinions.
